Presiding Officers

The registrar of the Police Review Commission (PRC) is seeking presiding officers for police misconduct hearings.

The PRC is building a pool of presiding officers to ensure police officers accused of misconduct have their case heard by a neutral third party.

Presiding officers conduct hearings in a professional and orderly manner, and reach decisions in accordance with the principles of administrative law and procedural fairness. Doing so requires presiding officers to review extensive and complex evidence, consider the submissions of parties as well as the law, and write formal decisions. Under section 24(1) of the Police Conduct and Oversight Regulation (263/2025), presiding officers must meet one or more of the following minimum qualifications:

  • A current or former police officer, or;
  • A former member of the judiciary, including judges of the Court of King’s Bench or the Court of Justice, or;
  • A person with appropriate legal expertise and merit-based qualifications, as determined by the registrar.

Applicants will be vetted by the registrar and qualified candidates will be placed on a roster. Presiding officers will be drawn from the roster and appointed to oversee a case from the time it is directed to hearing until the hearing is concluded.

This is not full- or part-time employment: work hours and the duration of proceedings will vary for each case. People on the roster are not guaranteed appointment to a hearing or a minimum number of hours of work.

What is the PRC?

The PRC is a civilian-led agency that independently investigates the actions of police in Alberta, ranging from criminal allegations to complaints from the public about non-criminal misconduct.

Is the PRC run by the police?

No. The PRC is independent of police services and arm’s length from the government. The PRC is headed by a civilian chief executive officer who independently oversees the agency.
